Public Housing & HUD Multifamily: the outside, each building's common areas and a random sample of units, scored like HUD's REAC inspection. What's the difference?

Now scored HUD's newer requirements count from Oct 1, 2026

NSPIRE property inspections, scored on your phone.

Walk the outside, the common areas and a random sample of units drawn the way HUD does. Cite a deficiency, snap a photo, and watch HUD's 0–100 score update as you go. Then get the thresholds, deadlines and a finished report.

How it works

Start, walk, finish.

HUD's property protocol, built for one hand and a flashlight.

1

Start

Pick the property. NSPIREhub sizes the unit sample from HUD's Table 9 and draws the units at random, the way HUD does.

2

Walk the property

Outside, each building's common areas, then each sampled unit. Cite what you find with photos. Swap a unit you can't enter for a random alternate.

3

Finish

See the score, both of HUD's pass/fail thresholds and every correction deadline, then a PDF.

Features

Everything the inspection needs, nothing it doesn't.

HUD's full standards

All 63 NSPIRE standards, each deficiency rated for the Unit, Inside and Outside, with HUD's criteria a tap away.

HUD's scoring

HUD's point values by severity and area, divided by units inspected, with the 60-point and unit thresholds applied as you go.

Random unit sample

Sample size from HUD's Table 9, drawn at random and repeatable. A unit you can't enter is swapped for an alternate.

Every area

The site, each building's common areas and each sampled unit. Add a community room or another building any time.

Correction tracking

24 hours for Life-Threatening and Severe, 30 days for Moderate, 60 for Low. Mark items corrected with evidence photos.

Photos on every finding

Photos, video, audio or PDFs per deficiency or for the whole inspection. iPhone HEIC photos are converted automatically.

Unscored items flagged

Smoke and carbon monoxide alarm problems show as * and + on the score, as HUD reports them. They still must be fixed.

PDF report

The score, thresholds, a severity-by-area table, deadlines and every finding with its photos.

Scoring

Every deficiency costs points.

Worse problems cost more, and the same problem costs more in a unit than outside. The points are added up, divided by the number of units inspected and taken off 100. Under 60 fails, and so does 30 or more points per unit from the units alone. What's the difference from NSPIRE-V?

LT

Life-Threatening

24 hours

60 points in a unit · 54.5 inside · 49.6 outside.

S

Severe

24 hours

14.8 points in a unit · 13.4 inside · 12.2 outside.

M

Moderate

30 days

5.5 points in a unit · 5.0 inside · 4.5 outside.

L

Low

60 days

2.4 points in a unit · 2.2 inside · 2.0 outside.

Who it's for

For everyone who answers for a property's score.

Public housing agencies

Self-inspect your properties ahead of REAC, and find the same deficiencies in units HUD didn't sample.

Multifamily owners & agents

Section 8 project-based, 202/811 and FHA-insured properties: know your likely score before HUD's inspector arrives, and fix what costs the most first.

Inspectors & consultants

Run mock inspections with HUD's sampling and scoring, and hand the client a clean report.

HUD's newer requirements now cost points.

Since October 1, 2026, public housing and multifamily inspections score fire labeled doors, GFCI protection near water, guardrails, heating, and kitchen, bathroom and minimum room lighting. NSPIREhub scores them by your inspection date.

FAQ

Frequently Asked Questions

They use the same HUD standards. NSPIRE for public housing and HUD multifamily is run by HUD's REAC, inspects a sample of units, and produces a 0–100 property score. NSPIRE for vouchers (often called NSPIRE-V) is run by the PHA, inspects each assisted unit, and is simply pass or fail. NSPIREhub does both: switch between them at the top of this page.

Each deficiency takes HUD's points for its severity and where it was found. Life-Threatening in a unit is 60, Low outside is 2. The points are added up, divided by the number of units inspected and taken off 100. A score under 60 fails, a score between 59 and 60 counts as 59, and if the units alone lose 30 or more points per unit inspected, the property fails at 59 however good the rest is. (HUD NSPIRE Scoring Notice, 88 FR 43371.)

HUD's Table 9 sets the sample by property size: every unit up to 6, then rising slowly to 32 units for a property of 921 or more. NSPIREhub draws them at random from the property's units. Each building with a sampled unit gets its common areas inspected, plus the outside.

Mark why (vacant, refused, no access, unsafe) and NSPIREhub draws a random alternate in its place. Units marked not inspected don't count toward the score.

Cite each instance, but HUD takes the points once per deficiency per unit, building or outside area. NSPIREhub does the same.

HUD doesn't score them, along with a few other items like a blocked call-for-aid cord. Smoke alarm problems show as * next to the score and carbon monoxide as +. They're still Life-Threatening and must be fixed within 24 hours.

In public housing and multifamily, Life-Threatening and Severe deficiencies both must be corrected within 24 hours, Moderate within 30 days and Low within 60 days. Voucher inspections use different deadlines.

No. Your official score comes from HUD's inspection. NSPIREhub applies HUD's published standards, sampling and scoring, so a self-inspection or mock inspection shows where you'd likely land and what to fix first.

No. Nothing is uploaded to HUD or REAC. You get the complete record (findings, photos, deadlines) and a PDF report to keep or share.
